About UPSC

Civil Servants for the East India Company were initially nominated by the Directors of the Company and were trained at Haileybury College in London before being sent to India. Following Lord Macaulay’s Report of the Select Committee of the British Parliament, the concept of a modern merit-based Civil Service in India was introduced in 1854.

The report recommended replacing the patronage based system of the East India Company with a permanent Civil Service based on merit and entry through competitive examinations. As a result, a Civil Service Commission was established in London in 1854 and the first competitive examinations were conducted in 1855. In the beginning, the examinations for the Indian Civil Service were conducted only in London.

Initially, the minimum age for appearing in the examination was 18 years and the maximum age was 23 years. The syllabus had a strong emphasis on European classical subjects, which made it difficult for many Indian candidates to compete successfully.

However, in 1864 the first Indian candidate, Shri Satyendranath Tagore, brother of Shri Rabindranath Tagore, succeeded in the examination. Three years later four more Indian candidates succeeded. For many years, Indians demanded that the examination should also be conducted in India, but the British Government resisted this demand as it did not want a large number of Indians entering the Indian Civil Service.

After the First World War and the Montagu-Chelmsford reforms, the demand was finally accepted. From 1922 onwards, the Indian Civil Service Examination began to be conducted in India as well, initially in Allahabad and later in Delhi after the establishment of the Federal Public Service Commission. At the same time, the examination in London continued to be conducted by the Civil Service Commission.
