About UPSC

Civil servants for the East India Company were initially nominated by the Directors of the Company and trained at Haileybury College in London before being sent to India. After Lord Macaulay’s Report of the Select Committee of the British Parliament in 1854, the system was reformed to introduce a merit-based modern Civil Service in India.

A Civil Service Commission was established in 1854 in London and competitive examinations began in 1855. Initially, examinations for the Indian Civil Service were conducted only in London.

The maximum age was 23 years and the minimum age was 18 years. The syllabus heavily emphasized European Classics, making it difficult for Indian candidates. In 1864, Shri Satyendranath Tagore became the first Indian to succeed in the examination. Over the next decades, Indians demanded simultaneous examinations in India, but the British Government did not agree for many years.

After the First World War and the Montagu-Chelmsford reforms, it was decided that the examination would also be conducted in India. From 1922 onwards, the Indian Civil Service Examination began to be held in India, initially at Allahabad and later in Delhi after the establishment of the Federal Public Service Commission. The examination in London continued to be conducted by the Civil Service Commission.
